Exchanges always charge ‘expensive’ withdrawal fee. They combine their service fee to withdrawal fee so as a user, you can not reject to pay it.
Hence, before you make a deposit with a specific coin, you must check how much withdrawal fee will be on that exchanges and on others. So you can pick a best exchange to use.
Best exchange here only means about withdrawal fee. You must consider other factors like their maker/taker fee, reputation, security and so on.
